my timing belt has slack. while rotating the crank to check the timing the belt would tighten and slack back out. as if one side tight other side loose. is the belt streched? i do have a new gates belt on standby.
my other question is: i noticed my car running rich. im having random idle surges, only getting 220 miles per tank, and a blatent fuel smell with smoke from exhaust. ive checked for vac leaks and fixed what i found, installed new plugs, wires etc, fuel filter, o2. any ideas on where to go next? also there are no cel codes.

Try adjusting the tension first. With the engine cold, remove the valve cover and upper timing belt cover. Set the No. 1 piston at TDC. Loosen the timing belt tensioner adjusting bolt 180°. Rotate the crankshaft counterclockwise 3-teeth on the camshaft pulley to create tension on the timing belt. Make sure the timing belt and the camshaft pulley are engaged securely. Torque the timing belt tensioner adjusting bolt to 33 Ib-ft. After adjusting, retorque the crankshaft pulley bolt to 134 Ib-ft.
Always rotate the crankshaft counterclockwise when viewed from the pulley side. Rotating it clockwise may result in improper adjustment of the belt tension.
If the timing belt still has excessive slack, I would remove the timing belt and timing belt tensioner and inspect them for wear.
As for the poor fuel economy, what ECU are you using? When you fill up after driving 220 miles, how much fuel are you putting in the tank to bring it back to full? Do you still have the FITV, Charcoal Canister and Purge Solenoid?
