technically, in the book it only states if there are cords showing. every shop is different. the book is kinda broad. and technically, if it fails for two rear tires, you can swap them to the front and pass. they are only allowed to reinspect what they failed, nothing else.

It also states that if the tires are down to the secondary tread at three equal points(triangle) around the tire it fails. But like bildo16 stated, you can just swap them because they are only supposed to reinspect what they failed.

I tended to be a dick when it came to "safeties," but I also had to deal with dickhead customers so I was okay with it.

ive also heard of the secondary tread thing being thrown back at inspectors, truthfully, its better to be lenient than strict, cause if you piss of the wrong person and they call troop c, you are fucked royaly. although it says you cant reinspect something that fails, i would still not pass the car if they swapped tires, if they didnt like it, id tell them to leave and go somewhere else, unless i know you, then i just deliver your approval notice and sticker, im tight like that.
