does your fuel pump turn on?
do you have fuel pressure?
how old is your fuel filter?

does the car get spark?
do you even know if you have a fuel problem or is it an electrical problem?

what kind of car is it?
what is the issue?
what have you checked and tried?
does your car not start since you replaced the relay and fuel pump but did before?

does it have fuel in the tank? :)

check your grounds, particularly the one by the back hatch, just under the latch (very back of the car in the middle between the tail lights) its got a few grounds going there, including the one for the fuel pump. i know you said the pumps runs, but it could be intermittent or not have a good ground or a solid 12v going to it. you could also check the voltage/ground at the plug under the back seat.

your gas pedal doesnt directly affect anything that would cause that
i may not be "logical" but at least i can change my oil...
