I assume ( since i dont know who you are, and you neglected to say what you have) that you have an aftermarket HID kit on your 92 prelude?

If you have not power getting to the ballast, trace the wire to find the break in the line?

Also check your grounds.

I assume you are checking the "power" line with a multimeter ( DMM - digital multi meter) - what voltage are you seeing?

i was checkin with a test light...and i thought about it being a break in the wire but does that jus happen....shouldnt there b symptoms for a breakin wire......dim light, sometimes not coming on and other times theyre fine....?

I would buy a meter and actually see what the voltage is there if any...not to mention it will tell you if you have a good ground going threw the system or not. Even though the fuse looks good, that isnt always thew case.

You didnt answer my question tho..

1) Is this an aftermarket system?
2) Where is the fuse located?
3) How long have you had this system in the car?

I would check the ground for the ballast / bulb.

(To Test with a Test Light) Put your test light on the positive side of the battery, then test the ground spot. It should light up if the ground is good.
