In this case he painted it with cheap spray paint and honestly did lower the value of it just by painting it like that. Now I understand why he did it. But the way he went about it was wrong.
The first statement is true. We all for the most part know that we are not going to get the money back we spend on our cars when we sell them. Cars for the most part are not an investment, however I know there is always the exception to the rule and some people are able to turn a profit when selling. We buy and mod them to what we want them to be, just like he did and except the fact we are not going to get all that money back.
He went cheap, so it make sense. This way he only looses 20-30 bucks instead of 1000+ for a legit paint job.
The car most likly has a little rust and other issues. I honestly dont feel IMO that a paint job of this sort on a car that old will decrease the value, because almost anyone that is going to buy it from him in the future is either just looking for a car to get from "A" to "B" and dont care how it looks, or is going to mod it themselves and in that case either bought it for the color or am going to paint it anyway.
