I'm no turbo expert, but the T3/T4 hybrid seems to be the popular turbo to go with for Preludes. I have no knowledge of DSM turbo parts, but I don't think you'll be able to use much of their parts into a Prelude. If this is to be daily-driven, it's a very good idea right off the bat to upgrade your pistons, rods, and sleeves to build up the bottom end.
BTW, if he is going for the cheap, turboing is not the best route to take. Expect to spend $3,000 at the bare-bones minimum even if you buy a turbo kit from Greddy or elsewhere, and that's without upgrading the bottom end. Tuning it is also a must. What is his hp goal? Reasonable hp? Ridiculous hp (ridiculous being 300+hp on up)? The higher the hp, the higher the expected budget. What he decides on for power will determine what kind of turbo setup he will build up to. He also has to think about what exhaust to fit his needs. Custom is the best route, but again, not cheap. He has to think about manifold, exhaust piping, downpipe, wastegate, etc. considerations as he does an exhaust. He has to think of intercooler size and piping. Think about the BOV. Think about an engine management system (piggyback? stand alone?). What about fuel system?
If he's not familiar on how to go about boosting it, I wouldn't recommend doing it at all. You have to know your car in and out if you plan on going this route. Or, expect to pay an arm and a leg to have repairs done by someone if things go wrong. The cheapest route will always be going on the bottle, but even going that route isn't just a simple "install and you're done".
budget boost=boom (not in a good way)

If you want to successfully boost an H22, you can't go cheap.

Just make sure to not boost too much since the sleeves are extremely week on the H22 and will crack most likely around 8psi or more. That I know based on other prelude clubs with people boosting at that amount and cracking the sleeve.

Its more that the pistons are weak than anything. I know a few guys have gone with the Mahle goldline pistons and have had good luck.
