ecu ground triggers

so im having an issue i drove to my girlfriends house the other day and the next mourning when i was fixing to leave for work my car wouldnt start. i checked my fuel pressure and i hand 0. so my next step was to test my fuel pump and sure enough when i jumped the relay it kicked on. well wtf i went and got a new relay even tho i just replaced it 6 months ago "it was still under warrenty" and still no luck. this is where it got confusing the ecu is whats not leting the relays kick on. so i was playing with it and when i pulled out my emulator and let it stay on the stock rom the fuel pump kicks on? what the hell i put my emulator in my burner and checked the rom to make sure it matched and wasnt the emulators fault and it checked out good. i pulled out the ecu and did a continuity check on all the terminals for the eeprom ect and they all checked out. so any help would be awesome right now im lost right now
