Is it that easy?

So for tune reasons at some point I will prob do the obd2-obd1 conversion. When emissions comes around it it as easy to just switch out the ecu's to pass or is there more to it?

Switch back to the OBD2 ecu and harness. Not to mention put back all the emission stuff you removed (convertor, 2nd o2, etc.) And complete all of the drive cycles again without the CEL coming back on.
