CEL issue:

find out witch pinout on the ecu needs to be shorted to troubleshoot CEL's... you can find a picture of the pinouts on pgmfi.org and you can find error codes on honda-tech.com

Timing issue:

go buy or borrow a timing light and shine it down the side of the engine where the timing belt is... you should see a set of crosshairs... there are 4 different notches (1 loner and a group of 3) in the crank pulley that represent your ignition timing... the middle notch of the group of 3 represent 16* BTDC (where it should be at idle)... now loosen your distributor and rotate both directions to try to match the crosshairs to the notch on the crank pulley.
I miss my honda ;(

timeings simple to do and takes maybe 20 minutes even if the timing belt has to be pulled off.

Your car will pass emissions with the CEL on since its not OBD-2.
