check plugs, then do a leakdown or have a shop to a proper leakdown/compression test

Welcome to owning a high mileage Honda.

Burning one quart of oil every 1,000 miles is still considered normal according to Honda. Make sure to check your engine oil regularly and that there are no external engine oil leaks.

Yes!

Or better yet swap in a b18b and build on that, then turbo later on.

Well, it's not going to help your oil consumption.

If it were my car, I would do a compression test first. If compression is still within range and I only wanted to make a maximum of 180 WHP, I would turbocharge it so long as I used a proper setup. This means quality parts with an adequate crankcase ventilation setup, fuel system, EMS and tune.

Another thing to keep in mind is D16Yx engines tend to have bearing issues near the 150k mile mark. It wouldn't be a bad idea to keep a spare around just in case. They're cheap enough now days.
