'00 EBP Civic Si on Zumbehl Tuesday afternoon

Cruising through Zumbehl towards 94, a '00 EBP Civic Si did a flyby, cut in front of me, and exited right by the St. Charles police station. I'd say it's a flyby because he had to have been speeding to catch up to me (he was 3-4 cars back). It was slammed, exhaust, looks like a body kit. Anyone know this person?

whats ebp mean? it might be one of my friends, black si wheels? projectors?
