Adjustable Actuater and pin questions...

So adjustable actuater and pin on a 14b would open the wastegate slightly and allow blow by from exhaust to lower boost, but what I'm hearing it could make it spool a few hundred rpm's later then it would if left alone.

so it's true blow by will lower the boost cause that's what i'm reading on. and a 14b with straight vaacuum line will boost supposed 8psi to 11.5psi
