mini me wiring question

have a local guy with a mini me he wants his harness converted over to vtec and 2 wire iacv(y8 head on y7 block 97 dx coupe). on the iacv what im finding says to switch the wires on a12 and 14 and cut a13. problem is theres no wire in a12 on his harness, so im kinda confused as to what needs to be done to fix the iacv issue

A14 goes to A12. There shouldn't be anything in the A12 spot.
