is the car sitting on jack stands at an angle? other than that if the fuel pump is running theres only a few things i can think of a severely clogged fuel filter, no fuel or not enough fuel in the tank or the short piece of hose the connects the pump to the sending unit has a hole or has come off. i think you have already addressed the first two conditions.

have you checked your fuses, i would go through all the important ones. does it even sound like it wants to start?

no car is not on stands
fuel filter is only about 2 months old
id figure 4 gallons would be plenty?
and are you talking about the hose on top of the fuel pump?
