Im looking to boost a non vtec f22 and am looking for feedback on what options I have as far as getting it legal. I understand the whole obd1 conversion but if I keep it obd2 will it have a better chance? What about an emissions waiver?

Your tuning options are very limited (And unsafe IMO) if you stay OBD2. Just register the vehicle in a Missouri county that doesn't require emissions or in Illinois.

Yep, register it in an county that does not require emissions is the easiest way to go about it.
Convert over to an OBD1 ecu and good management for sure, much better options for tuning that way.
I fortunately am a '95 accord so no emissions for me, safety is pretty easy although mine lacks pretty much all the emissions equiptment now. LOL
