I guess I'm gonna have to pull off the throttle body to figure this one out...it idles high and then if I give it gas it sticks even higher. If i push on the throttle body near where the throttle cable attaches and lift up I can see that this closes the butterfly more and then it idles nice and quiet. Tried lubing it and that didn't help...disconnected the throttle cable so I know that is not the problem.
There is an arm connecting the throttle linkage to a vacuum controlled diaphragm...I'm assuming that this is a type of Idle control device? When I force the butterfly closed it seems to be fighting this thing a bit...is there a way to test this?
It's a 91 civic hatch 1.5 i think this is the d15b7? But I don't know my 1.5 engine codes, oops. it's a DX civic.
I tried looking on hondahookup for a manual but it seems they only have dpfi manuals

ok it's not the idle controller thing, or the idle adjust screw, it's simply just not jamming up in return...probably internal...shit.

you know vacuum was my first thought, but if you just tug the TB closed then it idles as quiet and low as can be...but then again I might be closing the TB farther than normal to compensate for vacuum leak, perhaps I will do a more thorough hose check. This car sat for about 4 years.

it was the return spring...i just twisted it extra and lodged the end in a place that was not it's original home lol. it solved the problem. my project now successfully runs, stops, and looks like ass.

You might have some gunk around the butterfly then. I'd check around the edges and where the shaft exits the TB.
