To have it beat a B16A1 is easy, boost the D16 with a home made turbo setup... Rickles can tell you more about that.
As for the DOHC swap, it's just fun to be able to go out and play all the time and use all the revs, if you get a DOHC VTEC engine.
As for the DOHC swap, you'll need axles, ECU, shift linkage, wiring harness, and blah, blah, blah...
Like Rick said, it all depends on your wallet.

i think you could easily achieve what you want with the D16 and probably for less than a B16 or B18c. It is really up to you and what you want to do with the car.

Boost the D. Save up money for either building the D or swapping in a B. Alot of the stuff you'll buy to boost the D can be moved over to the B if you go that way. What you don't use you can sell to offset the cost of the other parts necessary to have the B boosted. If you build the D, then you already have all you need, just turn up the boost and retune (assuming the turbo is sized properly).
Rickles is right tho, your HP goal, intended use, and budget will greatly determine the approach you should take. All in all, it's your car, do what feels right to you.
I have had a boosted D (HMT style) and it was fun to drive. The car is still running around down here with almost 40K miles on the setup with NO problems. Setup makes @190 whp, gets over 30mpg, and the motor with 120K total still holding good compression numbers.
