How hard is it going to be to replace it myself?
I think i know how to do just am not sure
Also what would cause the car to jump between 1500-2000 rpm?
Could it just be its not used to the weather?

If you can turn a wrench its a fairly easy job. It'll probably take about 45 minutes and is about a 3 on a scale of 1 to 10 in difficulty.

As for the idle surge, is the motor carbureted or fuel-injected?

89 accords have the sweet crossmember that connects the front and back subframes, and the header to deal with. its going to be a little more than 45minutes I think, unless you have air tools
This post comes with a guarantee: I guarantee that I don't care what you think about it.

Kind of like the Prelude and newer Accords, right? If so, that's only a few extra minutes and 4-5 bolts.

Check your coolant and make sure it's full first. Then try cleaning the idle air control valve and fast idle thermo valve. I believe your car should have both of those as it's fuel injected. Heres a link on how to do it...

Coolant flows through the fast idle thermo valve to help regulate the idle. If the coolant level is insufficent, it can cause an idle surge.
