I just use my 5 foot prybar and get that bitch as tight as I can. Sometimes, I'll slot the tensioner so I can get it even tighter. When the cams seize in the head, just back it off a tiny bit...
Take this thing to a competent mechanic. Holy crap. It's been over a week and a 30 minute fix isn't done yet (fixing vacuum lines, troubleshooting car, and having it started). If you can't figure out where a vacuum line goes, no offense but you should not be opening a hood. Follow the lines. You can clearly see where they go. That is NOT the top of the friggin TB, that's the back of the intake right by the TB....

If you look at the diagram, they draw lines to show where the stuff goes. I thought I already explained but a piece of vacuum hose goes from that port to the valve on top of the intake. From that valve, another hose goes to the EVAP/Charcoal cannister. If you don't have a charcoal canister, you have no use for anything in that portion of the diagram. The auto parts stores just came out with these deals called vacuum caps. You can get a pack of them and one is bound to fit. Then, the metal nipple you posted the picture of will look like a little rubber nub if you performed the vacuum cap installation correctly.
Disclaimer: Although there is sarcasm in the above post, there is also true information. You can really buy vacuum caps at auto parts stores and they will plug off unneeded ports on your intake manifold. I understand OP may not have much time to work on his car but a vacuum cap takes less time to install than checking your oil. To check your oil, drop the gas tank, remove the fuel pump, and use a lighter or torch to look in the bottom of the tank. The oil level can be easily seen this way.

In case you did not understand how to read a vacuum diagram, I have color coded the hose that goes from the port you speak of to the solenoid valve on top of the intake (that is where the red ends). The other hose goes from the solenoid valve to the canister. I made that one blue.
Does this make stuff more clear?
