90 civic problem

i recently bought a 90 civic si with a d16y8 in it and for some reason the car won't go past 80 mph at 4000 rpm.
Any info would help

got any CEL's? will it rev over 4k at all? if not its in limp mode.

Sounds like its in limp mode. You should have a CEL. Does the CEL light up and go off when you turn the key on?
