you need to jump your timing jumper because the ecu changes timing depending on different situations. if you jump the timing jumper, it makes it so that the ecu will not advance/retard the timing. also im talking about moving the distributor. i understand that you have the cam timing right, but what about the ignition timing? and adjusting the timing when the engine is warm is the right thing to do.

I never saw it anywhere else in this thread, but is the car throwing a Check Engine / Maintenance Indicator Light (MIL)?

Hondas are pretty smart cars and can usually tell you what's wrong. Especially 96+ OBD-IIs.

no offence but that should have been your first flag. before your buddy gets there just use the jumper method to get the code

Agreed. All you need is a paperclip to get the code, not a scanner.

Sounds like there might be something wrong with the MAP sensor, or perhaps you have the TPS and MAP plugs switched.

And also, it needs an O2 sensor to run right. Not talking about the secondary O2 sensor, but the primary for sure (1996 and up have 2 oxygen sensors, 1 in the downpipe, and 1 mounted in the cat. convertor. The one in the downpipe is important)
