96 integra ls wont run

ok long story short i bought this from my buddy who wrecked it, put it all back to gether an i cannot ge tit to run. he pulled the dizzy off to sell it and i put a gsr dizzy back on just to get it running to move it around. i am getting fuel, and spark, but it wont run. i can even shoot ether in the intake and it wont change the way it turns over or hits or anything! i can hold my foot to the floor and it will barely hit and maybe sputter a 350rpms til i let my foot off then it dies. i have a new fuel filter, screen, plugs, wires. i can turn it over for a while and pull the plugs and they are fouled out, i just dont know why. the timing i think is right but i dont knwo how to check it, but it was never ever messed with...so i have no clue, any ideas?

what is the firing order ?? whats the order of the plug wires on the valve cover for a b18b and the order on the cap??

if you call it 4-3-2-1 from left to right on the vc, on the dizzy should be:
3-4
1-2
(the dizzy spins counter clockwise)

if you look at teh VC and want to know firing order (from left to right) its 3-2-4-1
that makes teh dizzy order:
2-3
1-4

i got it to turn over a few times before the battery went dead and it didnt act like it was gonna run,, have to recharge my battery

ok recharged....and wont hit a lick, not at all.....i even sprayed:angry9: starting fluid in it and it wont hit a lick......whats the deal. i know its getting fuel and i know its getting gas...i pulled the plugs again and the first three from the dizzy were black and smelled like gas and the one closest to the belt wasnt that dirty but smelled like gas....im stumped, it has to be something simple
