still bucking on cold start and all sensors are good

my buddys car is bucking from 1500 to 2200 on a cold start. 00 civic ex. checked sensors with tester and still doing it? there are no code that show on obd scanner. Once the car is warmed up it goes away but still sluggish on low rpm take off. stumped>>> any suggestions
