Crx fuel problem

So i got a parts car CRX and a Clean 91 shell (Jessi's) last year and the parts car was only needing a fuel pump to get running. I changed the fuel pump and still not priming. I checked if it was getting power and it was just not all 12 volts.
I decided to figure out the problem later and just put the Clean 91 together. Now it is all together with the same problem as expected. If anyone has any ideas as too why it might not be getting enough power I'd appreciate it.
And its not the main relay I've tried 3 different ones.
Any ideas or suggestions would be great!

Two under that dash are hooked up and the three under the hood should be well connected, i sanded them down to try and get a good ground. I do have one loose wire under the hood that I dont know where it goes to, it comes out right by the starter. Ill get a pic of it.

Edit: Right by the lower radiator hose and under the dizzy.

Really want to get this thing running so I can start on my teg k-swap. Anyone have any ideas I should try?

what lights are on, on the dash when you turn the key and try to start it

Take the fuse out of fuse 14 spot under the dash
dont look at it or test it throw it in the garbage and get a new 10a fuse and put it in the fuse 14 spot.

Check engine light blinks once and oil, alt/battery, and brake.
Switched out that fuse with a used one, didnt change anything. Ill have to grab a new one later to see if it does anything.
