Blacked out "EK" civic, O'Fallon, IL

I saw a black 96-00 civic hatch, REALLY low to the ground, on Lincoln st. about 11:30 in O'fallon. It had the windows tinted petty dark all the way around. Also what looked like a white sticker/vinyl on the lower portion of the rear window. Just wondering if anyone from around here(Andy, Mike, Rick) know who this is, looked clean from what I could tell, and it'd be nice to get another local Illinois person on the board.
