92-95 dash wiring question

Well, i pulled my dash out over 2 months ago and put it back in today and i have this "extra" wire hanging out that i can't remember what it was for. can anybody help me with this? it looks like it might just be a ground wire, but i don't see anywhere obvious where it was grounded before (if it even was). any help would be great.

its the single black wire coming out of the loom from behind the gauge cluster in this pic:

it looks like a ground wire to me.
