99-00 EK Hatch w/5-lug, ITR wheels, and CTR headlights

I saw this car on my way home from work tonight on I-170 at Delmar. I thought it was 99BlackHatch for a minute, then I got closer and noticed the gunmetal ITR wheels and CTR headlights. Other then that the outside was stock. Has anyone ever seen this car?

Did it have different tail lights? I saw somethign close to that on 370 awhile back.

They looked stock, but it was dark, so I could be wrong. Hopefully he saw the StlHondas.com sticker on my car
