Black Integra on Manchester

There was a black 3rd gen teg. looked lowered, had front clear turn signals, tint, and riding my ass. Kinda looked like Jon Dubya's integra but not sure if it was him. If it wasn't him does anyone know who it might be?

dunno who it is or what it has done, but i see it on the daily', sadly its always going the opposite direction'
