Need a little more info as to what your building the car for. Autocross or drag? Daily driver of weekend car?

I say boost it if you have a little more money or paint if you need it.

Skunk2 suspension is good quality but pretty bouncy. I have had that setup before on an eg. I have a 91 hatch with Ground Control coilovers and some Tokico Illuminas and it is a pretty good setup. It is a lot less bouncy, very solid, and very easily changeable. Install was a breeze, as much as one can be on an old car like that.

Good ride and a good stance will make you happy every time you look at your car!
