ok here is what i got i know that you said all the fuses were good but take fuse 14 out of the block and replace it with a new one no matter what it looks like and see that that does i have had the same problem on 2 civics and on the 3rd civic i bought i learned and i got it real cheap because of that problem its a shot in the dark but try it
