Clear coat coming off wheels--what to do?

My clearcoat is coming off of my 17" motegis. I don't really have money to blow on new wheels right now so i was wonderin if there was any type of fix for this. AKA-sand down the bad part and have them powder coated, or well i don't know. The wheels are kind of old so i feel like i should just say screw it and get new ones next spring. any advice? here's a pic of the rims. The clear coat on the chrome lip is the bad part.

sand the entire wheel dpwn repaint and clear then pray it matches the ret of the wheels. Or just repaint them all.

My friend just used Plasti Dip to do his wheels. If you get bored of the color, take a pressure washer to it, and pick another color
