Need Your Opinion.....What do i need to do?

Ok so i've never done any body work but I deffinately want to learn, but with the input of everyone that is on here. And I would highly appreciate if I could get some advice on what I need to do, and don't do.

So here we go, I've got a couple of small rust spots starting in the normal places. But from what I can see is that it might just be surface rust, the pics aren't the greatest but maybe you can help me. What steps do i need to take in order to sand or grind this out? And what types of tools or materials do I need?

no don't really have the time right now and trying to save the money for new front and rear bumper, fenders and hood. but im debating painting the whole car satin black, when i get around to it, still not sure.
