Get a wiring diagram and a voltmeter with a continuity setting, then check your wiring for opens and shorts, sounds like there is an open somewhere in the circuit.
I would check GRN/BLK wire in the passenger switch plug for power with the ignition in the ON position. By the wiring diagram on pg 12-38 and 12-39 in my Haynes manual it seems like that's the wire carrying the current to work the passenger switch. If you use the drivers switch, that uses a different wires.
It's definitely not a fuse because controlling the passenger window with the drivers side switch runs off the same fuse for power (fuse 10 20A).
You should definitely have juice in the GRN/BLK wire in the passenger switch plug with ignition ON.
If you don't have a HAYNES MANUAL, go get one. Tons of useful stuff there.

check for corrosion on the plug. and also if you want to see if its the switch by pass the wires and connect a screwdriver to the switch it should go up and down if not your window lock is on and figure out how to turn it off......

Grounds, crap window channels (clean and lube the hell out of them with silicone seal spray), bad window motor/reg, or, since this is the stereo section, check the remote turn on wire on the radio...
