The guy pulled the e-brake at the wrong time. He never jerked/pulled the steering wheel to create some sideways enertia or if he did, not enough. When he pulled the e-brake, he ended up dragging his ass instead of kicking it out. He relized his mistake and locked up the brakes in hopes of not hitting the barrier.

Edit: After I watched it again, he turned the wheel to the right a bit just as he pulled the e-brake. Causing him to go straight for the barrier.
