Don't these 17s look just a little small? Or is it just me?

Cool, what do you drive? Yeah fenders and bumper are just "ok" i want it to be as clean as possible, couple small dents in fenders, and one side of the lip of the bumper is actually missing. if it takes an extra 200 before paint, I think its worth it.

no, they look perfect if the car was lowered another inch or 2.

I think 17's would be plenty big, its all about stance.
This post comes with a guarantee: I guarantee that I don't care what you think about it.

I have a 95 accord and i'm rolling in 15's right now. I wouldn't go any bigger than 17's. But I think the reason why you wanted to get 18's is because the accords are longer and bigger cars and you think small wheels would look rediculous on them.

But welcome to the forum and I'm looking forward on the plans towards your car.
