now i agree that maybe the kids should have waited for the cop to pass, but maybe they didnt realize how fast the car was actually going... and as the quote for HT said they have a yellow blinking arrow to signal the right of way... so they thought the cop was going to stop.

No matter what, it's not easy to judge the speed of an oncoming vehicle at night.
