where

negative will give you less lip
according to the picture, negative will you more of a lip depending on the wheel.

actually.....according to the picture the lip stays the same. But in real life, there is more rim (lip) on the outside of the wheel-with more negative offset.

That is correct. Now if you have a +45 wheel then go down to a +40 wheel you will have more of a lip than the +45.

the offset is how far the center mount is from the center of the wheel.
so +35 means its 35mm towards the outside of the wheel from the center line of the wheel.

Positive Offset
A positive offset occurs when the hub mounting surface is on the street side (the side you see) of the center line of the rim. Most factory rims will have this type of offset.

Zero Offset
When the hub mounting surface is centered within the rim, it is known as a zero offset.

Negative Offset
If the hub mounting surface is on the brake side of the center line of the rim, it is considered a negative offset or "deep dish".

LOL at people taking pictures of their cars with a +45 offset wheel and posting them in a low offset thread. Failure. At least there were a few decent cars that made clicking that link worth my time.

+1 on the H-T search S'ing D.
