Fog lights as head lights?
its not the light output that would fail it, but the mounting of them. if they are "improperly" mounted, then it fails, they can be securely mounted, but that still doesnt mean they are "properly" mounted.

i dont see why you cant. i asked a cop awhile ago about fog laws and he said that if you wanted, you could legally use parking lights and normal mounted fogs. as long as you only have 4 lights(2 parking, 2 headlights). and normally it would only be troopers that get you for it too, and ive never seen someone get pulled over for it. the only thing i could think of is the "properly" mounted thing, but just get it inspected before u put the lights on.......

I say get TSX or TL projector housings and build them into your headlights. It may cost you some $$$, but they are smaller than your stock lights, and HIDs put out a hell of a lot light. Or you can PM me, I have a pair of projector housings from a broken set of headlights that use H4 bulbs (I think) you would just have to mount them, then use some fiberglass to fill in arround them...
or you could just buy e-bay projector headlights and use the projector housings from those...

depending how wide your headlights are, you could buy these headlights:

and you could fabricate the projector and the high-beam reflector into your headlights, if you aligned them right if would be legal...
I could help you when it gets warm, or if you have a heated garage
